The Department of Information and Communications Technology gathered LGUs and key stakeholders at the eBPLS Summit 2017, which held at Novotel Manila Araneta Center last 18 July 2017 (Tuesday).
In the 2017 Doing Business report by the World Bank Group, the Philippines ranked 99th out of 190 economies, four (4) notches up from 2016 survey, and a slight decline was reported in the ‘starting a business indicator’ (from 164th to 171st).
As part of its efforts to streamline regulatory processes in the country, the DICT takes the lead in the computerizing the business permits and licensing system by coming up with the cloud-based eBPLS software that enables LGUs to process application for new and renewal of business permits electronically.
This ensures compliance to the revised service standards of the Joint Memorandum Circular No. 01, Series 2016, signed together with the Department of Trade and Industry (DTI) and the Department of Interior and Local Government (DILG).
An impressive line-up of speakers covered various topics relevant to creating a competitive ICT environment, from smart nation strategies to cloud deployment models, cybersecurity initiatives and ePayment portals, among others.
As part of the JMC 2016, the DICT conducted an e-Readiness survey that measured the preparedness of LGUs utilizing ICT as a strategic tool in the delivery of public service to their constituents. A total of 818 LGUs (58%) responded.
Based on the survey results, the DICT identified the Top 10 Cities and Top 10 Municipalities, who will be given priority in the training programs to be conducted. They were also awarded for their e-Readiness Leadership during the summit.
“The sooner we move all LGUs online with their business permits and licensing system, the better public service the Filipino people get,” Secretary Salalima said.
A signing ceremony between the DICT and its development partners and the LGU eBPLS users capped off the summit. The collaboration aims to promote the ease of doing business in the Philippines.
